On September 25th, 2024, as part of the World Congress on Rehabilitation in Abu Dhabi, Eitan Charnoff led a Masterclass titled "Emergency Preparedness for Caregivers and Families of People of Determination". This session was organized by the Secure Communities Forum's International Working Group on Public Safety and People of Determination in collaboration with the Zayed Higher Organization for People of Determination (ZHO).

The Masterclass was attended by 30+ participants from 14 countries, including caregivers, first responders, public safety professionals, and policymakers.

Key Topics Covered:

  1. Types of Emergencies – How different emergencies (natural disasters, fires, public safety incidents) present unique challenges for people of determination.

  2. Challenges for People of Determination:

    • Mobility issues: Evacuation in emergencies where the safest areas may not be accessible.

    • Communication barriers: Difficulty in communicating needs during crises.

    • Sensory overload: How sensory challenges can be exacerbated in emergencies.

  3. Preparedness Techniques:

    • The importance of maintaining an updated medical file on one's phone and as a physical backup for quick access.

    • Encouraging direct communication between first responders and the person of determination, with caregivers acting only as facilitators when necessary.

    • Emergency checklists tailored for families and caregivers, focusing on quick access to essential items, medication, and communication tools.

  4. Practical Solutions: Real-world examples and strategies that caregivers can use to ensure the safety and dignity of people of determination during emergencies.

The session emphasized dignity and independence, advocating for preparedness measures that prioritize the autonomy of people of determination while ensuring their safety. Participants were engaged in an active discussion and left with tools and strategies to better prepare for emergencies in their communities.
