SCF at World Police Summit 2025, Dubai


At the 2025 World Police Summit in Dubai, the Secure Communities Forum (SCF) led two flagship sessions focused on inclusive policing and emergency preparedness for People of Determination.

Panel Discussion: Law Enforcement’s Role in Supporting People of Determination


In the summit’s main auditorium, SCF hosted a high-level panel exploring how law enforcement agencies can help build more inclusive and secure communities. Moderated by Eitan Charnoff (SCF Secretariat), the discussion featured:

  • Dr. Razwana Begum Abdul Rahim (Singapore University of Social Sciences)

  • Dania Mikdad Aladhami (Inclusive Development Specialist, UAE)

  • Colonel Abdulrahman Al Tamimi (Deputy Director General, International Affairs Bureau, UAE Ministry of Interior)

Panelists shared international best practices, policy frameworks, and operational insights on how to support People of Determination across public safety systems. The discussion emphasized interagency collaboration, tailored training, and inclusive design as core elements of future-ready policing.

Masterclass: Emergency Preparedness for People of Determination


SCF followed the panel with a practical masterclass delivered to an international audience that included cadets from the Dubai Police Academy. Led by Eitan Charnoff and Lt. Sultan Al Dahbashi (Dubai Police), the session focused on equipping first responders with the tools and mindset to support People of Determination during real-world emergencies. Topics included communication barriers, evacuation strategies, and maintaining dignity under pressure.

Together, these two sessions demonstrated SCF’s commitment to advancing inclusive, community-focused approaches to policing and public safety on a global scale.
