SCF at The International Fire Safety Journal Dubai 2025 Conference



At the 2025 IFSJ Leaders in Fire & Safety Conference held on May 8 at Grosvenor House in Dubai, the Secure Communities Forum (SCF) delivered a specialized masterclass focused on “Evacuating People of Determination During Disasters.” The session, offered by Eitan Charnoff, was attended by fire and safety professionals from across the MENA region, contributing to the conference’s total of over 250 participants.

SCF’s session explored the unique challenges faced by individuals with disabilities during emergency evacuations, and provided actionable strategies for fire services and emergency responders to ensure inclusive preparedness and response. Topics included:

  • Identifying mobility, sensory, and communication barriers

  • Adapting evacuation protocols to meet diverse needs

  • Incorporating inclusive planning into fire safety drills and community response frameworks


The masterclass emphasized real-world case studies and field-tested practices, drawing from SCF’s global work supporting inclusive public safety systems. SCF’s participation underscored the importance of building disaster resilience that leaves no one behind—aligning with the broader goals of the conference to promote leadership, innovation, and proactive risk reduction in the fire safety sector.
